Roast the Green Chiles:
Blister the Pueblo, Hatch, or Anaheim chiles beneath the broiler or over an open flame, then cover and steam them.

Fire-roasted green chiles give this Colorado-style pork chili its deep, earthy flavor, while tomatoes and a long simmer build a thick, spoonable sauce. Keep some chiles chopped for texture and serve it in bowls or over a burrito.
A bowl of Colorado green chile should taste like roasted peppers and pork that has had time to become tender. The color will wander toward olive, brown, or a little orange as it cooks; that's fine by me. Some chiles become the sauce, and others stay in pieces for the spoon. I want enough body to smother a burrito, but still enough give to eat it by the bowl with a warm flour tortilla.

Blister the Pueblo, Hatch, or Anaheim chiles beneath the broiler or over an open flame, then cover and steam them.

Remove the loose skins, stems, seeds, and firm membranes. Blend part of the chiles into the sauce and reserve the rest for texture.

Pulse roasted chiles with diced tomatoes and chicken stock until mostly smooth but still visibly flecked.

Sear the pork shoulder in batches until deeply browned without cooking it through.

Soften the onion and jalapeño in the rendered pork fat, then briefly cook the garlic and seasonings.

Stir the flour directly into the aromatic base and cook it until the raw flour smell disappears.

Add the blended chile-tomato mixture and cook it in the roux until darker, thicker, and more concentrated.

Add the remaining stock, chopped green chiles, pork, and bay leaf, then simmer gently until the pork is fork-tender.

Finish the chile uncovered until thick and spoonable, then let it rest before making the final seasoning adjustment.
Finish with cheddar, diced white onion, cilantro, lime, and warm flour tortillas as desired.
